First-Time Buyer Programs
Oregon's first-time buyer programs, in plain language.
Programs like these can make a real difference on the path to your first home, often a difference of thousands of dollars. The details and the caps change, so treat this page as a starting point: a clear map of what exists. Confirm the current terms with a lender before you plan around them, and I will help you find the right one.
The programs

Oregon Bond Residential Loan Program
Below-market, 30-year fixed-rate mortgages for eligible first-time buyers, run through Oregon Housing and Community Services. This is the program most Oregon first-time buyers start with.
Cash Advantage
Cash assistance of up to 3% of the loan amount toward your down payment and closing costs. A true grant: no repayment. One catch: it cannot be used for the required FHA down payment.
Rate Advantage
An even lower rate in exchange for less cash assistance. Same program, different trade-off. We run both numbers and pick the one that fits your plan.
LIFT Homeownership Program
Homeownership support for moderate-income households, paired with Oregon's affordable housing efforts. Worth checking if your household income sits in the moderate range.
USDA Rural Development Loans
Low- or zero-down financing for eligible rural areas. A strong fit for rural Lane County acreage, where city programs do not reach.
Grants change the math.
Cash assistance you never repay turns a three percent down payment into a real first step. It is worth the paperwork.
Also worth knowing
FHA and VA loans.
Not state programs, but they fit the same conversation, and for many buyers one of these is the right base loan to build on.
FHA loans
Low down payment and credit-flexible. The most common starter path for buyers who have not done this before, and the one most lenders know best.
VA loans
For eligible veterans, service members, and surviving spouses: no down payment and strong terms. If you have served, this is often the best loan on the table.
What a grant means
Cash you never pay back changes the whole plan.
Thousands of dollars toward down payment and closing costs, with no repayment. That is the difference between waiting another year and being ready this spring.
The strategy
Stack them up.
The real question is not which program is best. It is which combination fits your situation. State programs can often combine with local or county assistance, and the difference in your monthly payment is real.
An experienced local lender maps the options and tells you which stack applies, before you make an offer, not after. That is a conversation worth having early, and it is free.
